Yes, here are the current rules we follow:

US Banks:

For all non-US users, 1st and 3rd party withdrawals are enabled.
US users can only make 1st party withdrawals, but we also offer withdrawals via Moonpay.

EU Banks:

Only available for EU users; both 1st and 3rd party withdrawals are supported.
